Second Meeting of the Eminent Persons’ Group on the Future Directions of BIMSTEC

On 11 – 12 March 2024, H.E. Mr. Soonthorn Chaiyindeepum, Eminent Person from Thailand, chaired the Second Meeting of the Eminent Persons’ Group (EPG) on the Future Directions of BIMSTEC at the BIMSTEC Secretariat in Dhaka, Bangladesh. The Meeting was attended by the eminent persons from Member States to discuss recommendations for the future cooperation of BIMSTEC, building upon the first meeting on 25 January 2024.

The Meeting focused on ways to promote BIMSTEC’s institutional strength and foster cooperation across all 7 sectors, particularly strengthening the cooperation between BIMSTEC Core and Sectoral Mechanism, and promoting collaboration with external partners. The eminent persons were also briefed on the current status of the BIMSTEC cooperation such as Science, Technology and Innovation sector and Environment and Climate Change sector and discussed ways to advance the cooperation in the future.

The eminent persons also exchanged views with the representatives from the BIMSTEC Centre on Weather and Climate and the BIMSTEC Energy Centre on the functioning of the centres and provided recommendation to improve the operation of such centres.

BIMSTEC Eminent Persons Group results from an initiative of the BIMSTEC Leaders’ Retreat in 2016 in Goa, India, aiming at promoting BIMSTEC as a more result-oriented organization. The EPG is assigned to review the work of BIMSTEC and provide practical recommendations on the future directions of BIMSTEC that are aligned with the Bangkok Vision 2030.

Deputy Prime Minister and Minister of Foreign Affairs receives BIMSTEC Secretary General’s introductory call

On 29 February 2024, H.E. Mr. Parnpree Bahiddha-nukara, Deputy Prime Minister and Minister of Foreign Affairs, welcomed H.E. Mr. Indra Mani Pandey, Secretary General of BIMSTEC, on the occasion of the latter’s introductory call during the visit to Thailand on 27 February – 1 March 2024.

Both sides discussed ways to enhance BIMSTEC’s roles and visibiltiy. These included accelerating ongoing BIMSTEC workplans, particularly finalizing the BIMSTEC FTA, and exploring new areas of cooperation, such as green and digital economy.

On this occasion, DPM/FM reiterated Thailand’s commitment, as Chair of BIMSTEC, to work closely with the BIMSTEC Secretariat. He also reaffirmed Thailand’ readiness to host the 6th BIMSTEC Summit in 2024 in Bangkok to culminate the work of Thailand’s chairmanship of BIMSTEC during the past two years.

BIMSTEC Secretary General pays farewell call on Vice Minister for Foreign Affairs
On 24 October 2023, H.E. Mr. Tenzin Lekphell, Secretary General of BIMSTEC, paid a farewell call on H.E. Mr. Sihasak Phuangketkeow, Vice Minister for Foreign Affairs. Both sides discussed ways to advance BIMSTEC agenda under Thailand’s chairmanship and potential areas of cooperation, as well as enhancing BIMSTEC dynamism.
On this occasion, Vice Minister commended BIMSTEC Secretary-General for the latter’s active role in advancing BIMSTEC cooperation during his three-year term, which has led to the achievement of several noteworthy milestones.

Vice Minister also expressed appreciation for the Secretary General’s support towards Thailand’s chairmanship and reaffirmed the commitment as Thailand works towards hosting the 6th BIMSTEC Summit and related meetings in 2024.

BIMSTEC’s Capacity Building for Improving the Quality of Life through Creative Economy and BCG Economy Model  

On 9 September 2023, Mr. Racha Aribarg, Director, Division of Economic Relations and Cooperation, Department of International Economic Affairs, Ministry of Foreign Affairs, presided upon the closing ceremony of the Workshop on “BIMSTEC’s Capacity Building for Improving the Quality of Life through Creative Economy and BCG Economy Model” at Khemarat Walking Street, Ubon Ratchathani.   

 

This workshop was co-organized by the Ministry of Higher Education, Science, Research, and Innovation of Thailand and Ubon Ratchathani University on 5-10 September 2023 at Ubon Ratchathani, to raise the awareness among BIMSTEC Member States on the role of Thailand in promoting sustainable development of BIMSTEC during the chairmanship of 2022 -2023. The workshop was attended by more than 50 participants from Member States and the Secretariat of BIMSTEC. 

 

On this occasion, the Department of International Economic Affairs with the cooperation of the Faculty of Political Science, Ubon Ratchathani University, launched BIMSTEC E-Learning and BIMSTEC E-Books. These knowledge platforms are made avaliable for everyone to get access to a comprehensive information of BIMSTEC in all aspects.

 

The Ministry of Foreign Affairs continues to raise public awareness and engagement on BIMSTEC during Thailand’s Chairmanship.

ปีนี้ ไทยเป็นเจ้าภาพประชุมความริเริ่มแห่งอ่าวเบงกอลสำหรับความร่วมมือหลากหลายสาขาทางวิชาการและเศรษฐกิจ (บิมสเทค) ระหว่างปี 2565 – 2566 ท่ามกลางวิกฤติเศรษฐกิจทั่วโลกเป็นผลพวงจากสงครามยูเครน และเป็นความพยายามฟื้นตัวทางเศรษฐกิจหลังการระบาดของโรคโควิด-19 

สิ่งเหล่านี้เป็นความท้าทายต่อการทำหน้าที่ประธานบิมสเทคของไทย ที่มีความมุ่งมั่นสร้างความเข้มแข็งทางเศรษฐกิจให้กับอนุภูมิภาค ขับเคลื่อนขีดความสามารถ ฉายภาพบทบาทของไทยมากขึ้นในสายตาโลก  

“เชิดชาย ใช้ไววิทย์” อธิบดีกรมเศรษฐกิจระหว่างประเทศ กระทรวงการต่างประเทศ  กล่าวว่า ไทยไม่ได้รับทำหน้าที่ประธานบิมสเทคเพียงอย่างเดียว แต่ยังรับความท้าทายรอบด้าน เพราะมีความตั้งใจให้บิมสเทคเป็นกลุ่มความร่วมมือที่มีความทันสมัย และตอบสนองสถานการณ์ปัจจุบัน 

ประชุมผู้นำบิมสเทคเดือนพ.ย.

กระทรวงการต่างประเทศกำหนดไว้จะจัดประชุมผู้นำบิมสเทคในวันที่ 30 พ.ย.นี้ แต่ในช่วงเวลาดังกล่าวจะต้องได้รับการยืนยันจากประเทศสมาชิกบิมสเทคและแสดงฉันทามติจนครบทุกประเทศ 

นอกจากนี้ ยังมีแผนจะเชิญประเทศพันธมิตรนอกภูมิภาคที่มีบทบาทสำคัญกับเศรษฐกิจบิมสเทคให้มาร่วมประชุมผู้นำบิมสเทคในปลายปีนี้ด้วย ขึ้นอยู่กับไทยในฐานะประธานจะพิจารณาตามความเหมาะสม 

 

ชี้จุดอ่อนบิมสเทค

ถึงอย่างไร หากการเมืองไทยยังไม่ชัดเจน และไม่อาจจัดตั้งรัฐบาลใหม่ได้ อาจทำให้กระทรวงการต่างประเทศมองทางเลือกอื่น เช่นเลื่อนการประชุมออกไปเป็นต้นปีหน้า แต่เชื่อว่า ภายในเดือน ส.ค.จะมีความชัดเจนขึ้น

ส่วนจุดอ่อนความร่วมมือบิมสเทค เชิดชาย มองว่า บิมสเทคเผชิญสถานการณ์ในภูมิภาค 3 เรื่องใหญ่ ซึ่งที่ประชุมรัฐมนตรีต่างประเทศบิมสเทคอย่างไม่เป็นทางการได้พูดคุยกันแบบตรงไปตรงมา ได้แก่ สถานการณ์การเมืองเมียนมา วิกฤติเศรษฐกิจศรีลังกา การแข่งขันเชิงภูมิรัฐศาสตร์และผลพวงจากสงครามรัสเซีย-ยูเครน ที่ส่งผลกระทบมายังกลุ่มบิมสเทค ล้วนเป็นความท้าทายไทยในฐานะประธาน และรุมเร้าสมาชิกมาตลอด 2 ปี 

 

ปฏิบัติจริง ไม่ใช่พิธีกรรม

“ดังนั้นไทยจะผลักดันแนวคิดที่จะปูพื้นฐานบิมสเทคให้แข็งแกร่งและเป็นที่รู้จักในระดับโลกมากขึ้น ตามที่ได้ร่างในเอกสารวิสัยทัศน์บิมสเทคกรุงเทพฯ (BIMSTEC Bangkok Vision 2030) และเพื่อให้ปฏิบัติได้จริง ไม่ใช่พิธีกรรมของการพบปะกัน จึงให้จัดตั้งเจ้าหน้าที่คณะทำงานในหัวข้อความร่วมมือในสาขาต่างๆ ของบิมสเทค และให้ดำเนินงานทันที” เชิดชาย กล่าว

ส่วนเอกสารวิสัยทัศน์ฯ จะมีเนื้อหาเน้นการขจัดความยากจน ลดช่องว่างรายได้ เสริมสร้างความเข้มแข็งทางอาชีพ ส่งเสริมศักยภาพสินค้าเกษตร ความมั่นคงทางอาหาร พลังงาน เพิ่มพื้นที่สีเขียว และลดการเปลี่ยนแปลงสภาพอากาศ เป็นต้น โดยทั้งหมดนี้เป็นการชูบทบาทกลุ่มความร่วมมือบิมสเทคให้โดดเด่นยิ่งขึ้น

เชื่อมขนส่งทางเรืออ่าวเบงกอล

ในปีที่ไทยเป็นประธานยังจัดให้มีการลงนามข้อตกลงความร่วมมือขนส่งสินค้าทางทะเล ซึ่งมีความพิเศษตรงที่อนุญาตให้บรรทุกสินค้าได้สูงถึง 30,000 เมตริกตัน เชื่อมโยงท่าเรือ 13 แห่งในภูมิภาคบิมสเทคเข้าด้วยกัน เช่น ท่าเรือระนอง จิตตะกอง เจนไน โคลอมโบ โดยขณะนี้การร่างถ้อยคำที่ระบุในเอกสารเสร็จเรียบร้อยแล้ว และขั้นตอนต่อไปเป็นการให้ผู้นำบิมสเทคลงนามในปลายปีนี้ 

“กระทรวงการต่างประเทศมองเห็นโอกาสในข้อตกลงความร่วมมือขนส่งสินค้าทางทะเล จะส่งเสริมการส่งออกสินค้าสำคัญๆของไทยไปยังประเทศสมาชิกมากขึ้น ได้แก่ เคมีภัณฑ์ เหล็ก ปาล์มและอัญมณี”เชิดชายกล่าว และชี้ว่า อินเดียมีประชากรมากเป็นอันดับหนึ่งของโลก หรือมากกว่า 1 ใน 5 ของประชากรโลก ขณะที่ผลิตภัณฑ์มวลรวม (จีดีพี) ของประเทศสมาชิิกบิมสเทครวมกันที่ 4.5% ก่อนหน้าการระบาดใหญ่จึงเชื่อมั่นว่า บิมสเทคจะเติบโตสูงสุดในเอเชีย

นทท.บิมสเทค ชอบเที่ยวไทย 

ในช่วง ม.ค. – มี.ค. มีนักท่องเที่ยวเดินทางเข้ามาไทยทั้งหมด 12,914,691 คน เป็นนักท่องเที่ยวจากประเทศสมาชิกบิมสเทค 8% มาจากอินเดีย 5.9% ซึ่งเป็นอันดับ 5 รองจากมาเลเซีย จีน รัสเซีย และเกาหลีใต้ 

ที่ผ่านมา  มีการจัดประชุมระดับเจ้าหน้าที่เพื่อปูทางไปสู่การประชุมผู้นำบิมสเทค โดยประเทศสมาชิกเห็นตรงกันว่า เทคโนโลยีเอไอจะช่วยส่งเสริมให้เศรษฐกิจไหลเวียนและเชื่อมโยงกันมากขึ้น การพัฒนาระบบการชำระเงินข้ามแดน  การจัดการข้อตกลงด้านการค้าอย่างเท่าเทียมและเป็นธรรมระหว่างกัน

เชิดชาย กล่าวทิ้งท้ายว่า โจทย์ท้าทายไทย ทำอย่างไรให้บิมสเทคมีตัวตนและอยู่ในเรดาร์โลก แต่เชื่อว่า การผลักดันความสามารถของกลุ่มคนรุ่นใหม่ จะสามารถฉายภาพเอกลักษณ์ความเป็นบิมสเทคให้ชัดเจนมากขึ้นได้

BIMSTEC Foreign Ministers’ Retreat

On 17 July 2023, Thailand hosted the inaugural BIMSTEC Foreign Ministers’ Retreat in Bangkok, in which the seven BIMSTEC members expressed their renewed resolve to build a stronger, more resilient, and more relevant grouping. The Retreat was chaired by H.E. Mr. Don Pramudwinai, Deputy Prime Minister and Minister of Foreign Affairs, and was well-participated by Bangladesh, Bhutan, India, Myanmar, Nepal, and Sri Lanka.

The Ministers appreciated the usefulness of the Retreat, which facilitated an exchange of ideas in an informal setting and agreed on the need to strengthen BIMSTEC’s organizational framework and collaborative mechanisms to make BIMSTEC a more effective body for growth and prosperity of the region. In addition, they also exchanged views on regional and global issues of mutual concerns.

There was a broad agreement on the importance of creating crisis response mechanisms to coordinate for different contingencies. Food, public health, energy, financial security, as well as trade and economic cooperation were at the core of the discussions as well. Furthermore, the meeting also considered establishing digital payment systems and trade settlements, as well as strengthening cooperation in cyber security and prevention of transnational crimes.

The Ministers also deemed essential an exchange of views and coordination on global and UN-related issues, including Sustainable Development Goals (SDGs) and climate change. Other topics raised during the session included BIMSTEC Grid Interconnection, agriculture technology, cultural cooperation, youth exchange, and diplomatic training.

The Ministers welcomed the progress on the setting up of an Eminent Persons Group to chart out the road map for the organization to ensure greatest benefits to member countries and their peoples.

The Ministers agreed to hold a Retreat on a regular basis, preferably in the first quarter of each year. In addition, India also offered to host the next BIMSTEC Ministerial Meeting on the sidelines of the forthcoming UNGA in September 2023.

Thailand is currently the Chair of BIMSTEC, or the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation, for the term 2022-2023, aspiring to propel the region towards a “Prosperous, Resilient, and Open BIMSTEC” or “PRO BIMSTEC” by 2030.
